Scientific Works of the Free Economic Society of Russia
The publishing activities of the Free Economic Society originated from the date of its foundation. The first printed «Works of the Society» appeared as far back as 1765. The list of its authors includes A.N. Radishchev, G.R. Derzhavin, A.V. Olsufyev, N.F. Annensky, Christian Pecken, T.I. Klingstadt, I.V. Vernadsky, V.I. Kovalevsky, Leonhard Euler, D.I. Mendeleyev.
In 1994 the FES of Russia recommenced the publication of the «Scientific Works of the Free Economic Society of Russia» which originated in 1766. Over the period of its activities the Imperial Free Economic Society published 281 volumes of the «Scientific Works of the Imperial Free Economic Society» which are kept now in the archive of the State Hermitage Museum and in the library of the Free Economic Society of Russia. 171 volumes of the scientific periodical have been published since 1994.
At present this scientific periodical presents publications of articles written by the leading and young scientists, practitioners, state and public figures on the most important aspects of the development of the scientific and world economy, as well as information analysis and review materials, results of sociological studies, materials on the history of the development of economic doctrine, transcripts of the round table meetings and conferences held by the Free Economic Society and its regional departments.
Advertising materials are never published in the «Scientific Works of the Free Economic Society of Russia». Starting from the date of its foundation this scientific periodical serves solely to the enlightening purposes. At present the «Scientific Works of the Free Economic Society of Russia» is an authoritative periodical open for a serious scientific discussion.
Young economists publish their studies on the pages of the «Scientific Works of the Free Economic Society of Russia». A separate periodical serves for the publication of works by the winners of the All-Russian Contest of Scientific Works by Youths «Economic growth of Russia» (intended for researchers, postgraduates, candidates from research institutes and higher education institutions of Russia; students and learners of universities; students of comprehensive and economic schools, lycées and colleges). This periodical proves the fact that young people get interested in the high quality education and scientific activities, in the renowned traditions of the Russian science. The papers published in the «Scientific Works» represent serious studies conducted by young authors who can boldly and independently formulate their own findings and practical recommendations on the urgent topics of the modern economic life.
Chief Editor of the «Scientific Works of the Free Economic Society of Russia» is the President of the FES of Russia, Doctor of Economic Sciences, Professor G.Kh. Popov. Its Editorial Board includes prominent Russian and foreign specialists, doctors of economic sciences.
The Free Economic Society of Russia possesses publishing license ID No. 01775 dd. 11.05.2000. The scientific periodical «Scientific Works of the Free Economic Society of Russia» was registered by the Federal Service for Monitoring Compliance with Cultural Heritage Protection Law (Certificate PI No.77-3786 dd. 20.06.2000). ISSN – 2072-2060. Its subscription code in the Subscription Code ПР999 in the official Catalog of Russian Post.
The Free Economic Society of Russia established a review institution. All scientific works published in the «Scientific Works of the Free Economic Society of Russia» are obligatorily reviewed.
In 2003 by the decision of the Presidium of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation the «Scientific Works of the Free Economic Society of Russia» were included into the list of the leading scientific journals and periodicals publishing reviewed works in which the main scientific findings of doctoral and candidate theses are to be published.
The «Scientific Works of the Free Economic Society of Russia» are presented in the database of the Russian Science Citation Index and in the scientific electronic library at elibrary.ru
This periodical is widely reputed and available and is distributed free of charge at round table meetings, conferences and forums held by the FES of Russia as well as at various profile events, it is also distributed to all regional organizations of the FES of Russia, to the leading libraries of the Russian Federation and the CIS including libraries of large economic universities, to the public agencies and various scientific and educational organizations.

Requirements for Scientific Articles Submitted for Publication
1. An article is presented in the electronic form (Submission of a scientific article with the accompanying letter by e-mail is also possible) in Word format suitable for Windows 95 and further OS versions and also in the print form – in two paper copies. Requirements for the text: type size of at least 12 with 1.5 spacing, top and bottom margins of at least 30 mm and side margins of at least 20 mm. The article printed must fully coincide with the text submitted in the electronic form (In case of revealing a discrepancy the Editorial Board will use the electronic version of the article).
2. A scientific article must be signed by the author with the indication of the submission date. The article must be accompanied with a letter from an organization that recommends it for publication.
3. A scientific article must contain not less than 5 and not more than 15 pages printed with 1.5 spacing, all tables, bibliographic list and graphic materials included. The recommended font is Times New Roman.
4. Each article must be preceded with a brief (6-8 lines) summary of the article contents in both Russian and English.
5. Tables given either in the text or in the appendix to it must be entitled and there must be a proper reference to each table given in the text. In the electronic article tables must be grouped in separate files.
Illustrations must be grouped, bear an index number and title. When presenting mathematical formulas, graphs, diagrams, flow charts use of a font size less than 8 pt is not allowed.
6. Submission of accompanying bibliographic lists presented in a uniform format defined by the system of the Russian Science Citation Index (example of registration of article) and of key words for the article (both in Russian and in English) is obligatory.
7. The article title must be preceded with accurate data about its author(s) with the indication of surname, name, patronymic, job title, place of employment, academic degree, academic title and contact information (both in Russian and in English).
8. Postgraduate students are exempt from payment for the publication of their manuscripts.
9. Articles submitted by members of the Free Economic Society of Russia and the IUE have priority for publication.
10. Requirements for the submission of the electronic version: a CD or USB thumb drive.
The title of the file containing the scientific article must coincide with the surname of the first mentioned author and bear a standard filename extension: .DOC or .RTF – for a Word document. The data carrier must not contain any extraneous files irrelevant to the materials presented to the editorial board.
11. Articles are accepted along with the original receipt on the author’s subscription to «Scientific works of the Free Economic Society of Russia» for the next six months (for researches from other cities: the receipt is sent as a registered letter to the Board of the VEO of Russia, postal address: 22a, Tverskaya Str., Moscow).
Peer Review Procedure for Scientific Papers Submitted to the
«Proceedings of the Free Economic Society of Russia» Scientific Publication
1. All scientific papers submitted to the publication are subject to mandatory peer review.
2. Editor-in-Chief (or editorial head) identifies whether a submitted paper is in line with the core specialization of the scientific publication and its paperwork requirements, and forwards the paper to peer review, which is to be conducted by a PhD expert majoring in scientific disciplines closest to the subject of the paper.
3. Reviewers are to be notified that the submitted manuscripts are the private property of the respective authors and contain information that may not be disclosed. Reviewers are not allowed to make copies of the papers.
4. The reviewing timing and deadlines are to be set by a compiler coordinator of the scientific publication on an individual basis; the compiler coordinator must ensure the fastest possible publication of the paper.
5. The peer review is to addresses the following issues:
a) whether the content of the paper is consistent with the stated subject;
b) whether the paper is in line with the latest knowledge in the respective science category;
c) whether the presentation style of the material is admissible;
d) whether it is advisable to publish the paper;
e) a detailed description of the paper’s strengths and weaknesses.
6. The peer review is to be done anonymously. The paper’s author can read the review. Any violation of anonymity is only possible if the reviewer makes a statement of plagiarism or falsification found in the paper.
7. If the review contains recommendations for improving and finalizing the paper, the compiler coordinator of the scientific publication sends the review to the paper’s author with a proposal to consider the recommendations and revise the paper or give reasoned grounds to refute them. The revised paper is to be repeatedly submitted for peer reviewing.
8. If the reviewer does not recommend the paper for publication, the editorial board may send the paper for revision subject to the comments made, and also send it to another reviewer. The negative review is to be sent to the author.
9. The final decision on the paper’s publication is to be made by the editorial board of the scientific publication.
10. As soon as the editorial board makes a decision to allow the paper’s publication, the compiler coordinator of the scientific publication notifies the paper’s author of the fact and specifies the publication timing. The review is to be sent to the author.
11. Review originals are to be kept at the Free Economic Society of Russia for five years.
